Unable to save pop up appears while hitting on Save and Resume for CO-OP special resolution for an instance while reloading.

**Describe the bug in the current situation**
When the user tries to Save and Resume the draft for a Special Resolution, then the "Unable to Save and Resume " error message appears for a split second in every instance.

Steps to reproduce the behavior:
1. Go to 'test.bcregistry.ca/business/'
2. Login with BCREGA001
3. Search for CP1002544
4. Start a Special Resolution filing and save it as draft
5. Resume the Draft and try to add a few changes, and Resume Draft again.
6. Notice the pop-up shows up
