MBR: update modal messaging when deleting or removing items from table

Description
**Context:**
Some of the messaging within the modals to 'delete application' and 'remove from table' on the MBR is incorrect. For example, the user cannot add an expired name request to their mbr table, but right now our modal messaging is telling them they can.
**To Do:**
- For an application draft that has an expired NR, change the primary button to say "Delete Application"
- When this "Delete Application" button is selected, display delete modal with updated language (see design)
- There will be no secondary option (use a regular button instead of a split button)
Update language and styling for the modals that display in the following scenarios for any type of application (incorporation, continuation, amalgamation):
- selecting 'delete application' on a draft application that has an expired name request
- selecting 'delete application' on a draft application for a numbered business
- selecting 'remove from table' on an expired name request
- selecting 'delete application' on a draft application with an active name request
