UI Design: Create dynamic folio number section

**This work was created in response to ux concerns:**
- Some early adopters were confused by default folio number displaying in the input field by default within our filings so we removed the autopopulate behavior, but now the default folio number is continuing to show on the receipt. This might be confusing to the user because this isn’t indicated within the digital filing anywhere anymore.
- If we show entity folio number on the receipt without telling the user about it within the filing, that will be confusing to them. We cannot display information on the receipt that wasn't communicated to them within the online filing.
- There is a purpose and need for the entity folio number that was identified when research was conducted with users back when this section was created initially.
- The language of this section could be confusing for regular non-corporate users. Even if they don't use this section, they will see it and we should make it clear what the purpose of this section is for so they don't get confused.
- Folio takes up too much space on receipt when number is 30 characters.

**Review left to do:**
- Should review designs with non-corporate users and early adopters to make sure that the new designs solves the problems outlined above.

- Updates made to folio number section on View and Change page.
- Updates made to folio number formatting on Receipt.

The pattern was re-created to try and solve the underlying problem as we perceive at this time which is that the user isn’t aware of the difference between transaction vs entity folio number and what they need to do in order to use one or the other within a filing. Communication is lacking about the different options the user has when adding a folio number within a filing and the difference between a transactional vs entity folio number.
