Description
**Decision:** This item can wait as ESRA does not request partial refunds at this time. Any requests for partials can be handled manually via Ops.
Background:
1. GST can't be directly selected as part of partial refund
2. When partial portion of stat fee is refunded, the corresponding fraction of GST is also refunded
Each invoice will have additional GST lines, and the refunds/credits need to be created for these.
