Edit UI: Save and Resume' is not persisting data for Co-Op Special Resolution filings.

**Describe the bug in the current situation**
When the user clicks on the Save and Resume button for a CO-OP filing, then upon resuming the draft, the saved data doesn't show up there, by not triggering the Fee Module

Steps to reproduce the behavior:
1. Go to 'https://dev.bcregistry.gov.bc.ca/en-CA/dashboard?accountid=2079'
2. Search for CP1044791
3. Start a special resolution filing and make any changes
4. Now hit on Save and Resume
5. Upon resuming the draft nottice that the changes are not being saved

Start at the dashboard URL and reproduce the flow for CP1044791: begin a Co-Op Special Resolution filing, change data, select Save and Resume, and reopen the draft. Trace why the resumed draft does not show the changes or trigger the Fee Module; done means the saved data is restored and the Fee Module is triggered after resuming.
