LEAR: Use Meta Data to Access Resolution Rules and Memorandum

We should be using `meta_data` instead of `filing_json` to access resolution data. Changes in the filer and updates to existing data in db will be required. This is available in Corrections: https://github.com/bcgov/lear/blob/main/queue_services/business-filer/src/business_filer/filing_processors/filing_components/correction.py#L175 but we need to add it for Alterations.
