This is probably because the user's permissions cannot be retrieved (because they're not logged in).
I can think of 2 options:
1. leave this as-is (but should tell them to log in)
2. allow this, which redirects them to log in and then redirects them back to Namerequest UI to start the continuation -- but then we should block Maximus users at that point (UX preferred)
