Investigate: Add NR Results Attachment to Consent Letter Accepted Email

We currently do not attach an output the Consent Letter Accepted Email but the email tells users that there is an attachment sent to them with the email.

We do have an attachement implemented that is visible if you lookup an NR where the consent was already approved, you will see the NR results page and a button to download results. This will download the attachment. This attachment should be added to the NR Consent Letter Accepted Email.

The email does not need any design updated as we already tell the user in the email that we have attached the NR results (even though we are not currently attaching it).
