Move Submitting Party to a more logical location when conducting a transfer

Right now the submitting party shows up after you click on review and confirm.. it's in an illogical place. staff would like it moved to another location .

For the public amendment and registry corrections, the submitting party is the first step after putting in the document ID.

However, for transport permits and transfers, the submitting party is the last step, before the authorization and payment steps,

Staff consider this illogical and want it changed

Review the transfer and transport-permit workflow alongside the public amendment and registry-correction flows shown in the issue screenshots. Identify where the submitting-party step is rendered relative to document ID, review, authorization, and payment, then confirm the transfer flow places it in the intended earlier location.
