# Sub-Project: Transfer Upon Death Intake Queue Modernization
*(Child of the broader **MHR Application Intake Queue** modernization program)*

## Purpose
Deliver the first production slice of the Intake Queue dedicated to **Transfer Upon Death (TOD)** applications.
This slice demonstrates the full pattern—intake → auto-populate → validate → triage → decision → payment—before we scale to other submission types.

### Clarifications
* **Inline document preview + “Mark Reviewed”**
Analysts can open PDFs/images directly in the browser (no download required). After reviewing, they tick a “Mark Reviewed” checkbox; the system records that action in the audit trail and updates a queue badge (e.g., *2 / 3 docs reviewed*).

* **Auto-populate MH owner / location / manufacturer details**
When the MH ID is present, those fields fill automatically from existing registry data—analysts only override if needed. Transfer-specific details (executor, estate value, etc.) come from the **Qualified Supplier’s** original submission, so manual typing is largely eliminated.

## Success Criteria
1. **Cycle Time ↓ 30 %** – Average TOD turnaround drops from 5 → ≤ 3 business days. (need to clarify timelines with Sharon)
2. **Manual Data Entry ↓ ≥ 80 %** – Key TOD fields pre-filled for at least 80 % of filings (the remaining 20 % may still need tweaks).
3. **Zero P1 defects** – No Priority-1 (system-down / data-loss) incidents in the first 30 days of production.

> **“Zero P1 defects”** means we launch without any Severity-1 issues—those that halt processing, corrupt data, or expose sensitive information. Lower-severity bugs can still be logged and triaged.
