MHR - Staff payment validation issue for Amend and Extend Transport permits

- [ ] For the Amend and Extend Transport permits when the staff doesn't select any of the payment options initially, the transaction is successfully completed as No Fee payment method without displaying the validation.

Steps to Reproduce:
- Take a new registration where there is no single Amendment or Extend transport permit filed.
- MHR 108466 in DEV, I just filed Amend Transport permit
- Please try to file Extend transport permit without selecting any staff payment method (hopefully this should be reproducible)
