Accessibility Improvements

In order for the Assets products to align with the BC Gov Digital Code of Practice (https://digital.gov.bc.ca/policies-standards/dcop/) and Chapter 12 Digital Principles (https://www2.gov.bc.ca/gov/content/governments/policies-for-government/core-policy/policies/im-it-management#12.1.1), the overall accessibility of the product must be addressed.

The value of this effort is that all users, regardless of environmental or physical constraints or barriers, should be able to perform all the tasks available in these registries products. The UI should be usable to screen readers, and should follow a logical and predictable pattern for keyboard navigation. Best practices outlined by the WCAG should be adhered to.
