Create API Specs - Business location check (COLIN vs new Business Registry)

API users would like to know how they can check if a given business has been migrated to the modernized system.

Need to investigate what the best option is. Assuming this will likely need to be done via search api. It is probably possible to use the business api via the “slim=true” query param to check if a business exists even if you aren’t affiliated to a business but that may go away.
