MHR UI - Transfers - Validation is missing for the mix of roles for Other Transfer types(Owners/Executors/Admins/Trustees)

- [ ] When a user adds an Owner/Executor/Admin/Trustee to the same group (or without a group) in transfer of ownership flow, then the mix of roles validation is missing and can navigate to the review screen.

Start in the transfer of ownership flow and reproduce the listed combinations of Owner, Executor, Admin, and Trustee roles, both within a group and without one. Trace the validation before the review screen; done means invalid role mixes are rejected and cannot navigate to review.
