Auth Web: Continuation Authorization Review need to fetch and post to Business API GW URL

Description
1. login as staff
2. open Dev Tools, Network tab
3. go to the staff dashboard
4. observe that the "reviews" call is using the wrong URL (should be Business API GW URL)
6. click the Review action beside any review
7. change the review to a new state (approve, reject, etc)
8. observe that these network calls also use the wrong URL
