QA - Update dashboard - todo

tasks:
- verify Transition Application (TA) task is displayed in the Todo when a business needs to make such filing.
- verify that changes to address/director/company info page are allowed but the actions under 'More' are disabled
- verify different payment states (pending payment, pending, payment error, etc ...)
- see if there are non standard states required that need UI design
- if there are annual report task in the Todo section, AR tasks should appear above the Transition Application (TA) todo. Both AR and TA should be enabled.
