Business Registry - Post Restoration Transition Application (RTR) - moved from Melissa's board to ours

Complete the front end work for the post-restoration transition application.

Back-end work was completed by Entities:
- Entities initial schema: https://github.com/bcgov/business-schemas/blob/main/src/registry_schemas/schemas/transition.json
- Entities API scope did not include the to-do list; we will need to do the back-end for the to-do list

- Transition application is under this collection. Note from Entities: Collection is not up to date and will need tweaks to make it work. e.g. in the url change from v1 to v2

Start with the transition schema in business-schemas/src/registry_schemas/schemas/transition.json and the Transition application in the Postman collection under legal-api/tests/postman. Check the collection against the v2 API and ask Melissa for DEV transition-filing details. Done means the post-restoration transition application front end works with the available API, with the to-do list backend scope resolved.
