GovM create account resent invite will not able to create account

1) Sent an GovM create account invite
2) go to staff bashboard, find the invite -> click resent

Expect
You’ve been invited to create a BC Registries account SHOULD be sent again

Actual
You have been added as a team member Email was sent, and this email could not create the account

Reproduce the GovM flow by sending a create-account invite, opening the staff dashboard, and selecting Resend. Compare the resent email with the expected invitation and verify that its recipient can create an account successfully.
