Rejected column - add new options

Under Rejected column we do have a couple options when we have rejected a product to be able to move it back to pending so we can review the information again. Any chance we can have that on New Applications. We have a ticket open on an account that we rejected prematurely, and we have a ticket open INC0273492 and we just need it back in pending so we can approve it.

Note:
When a product access request is rejected, the option to move it back to pending exists.

This ticket is to capture the work needed to allow this for New Account applications that are rejected.
