As a representative of a short term rental service (Platform) I want to be able to create and submit an Application to register my Platform.

**Feature: Platform Registration**
All Platforms wanting to conduct business in British Columbia must register with the Short Term Rental Registry (STRR).

**Background:**
Given a user has logged in
And they have selected a Premium SBC Account
And the SBC.Account is in good standing
And the PAD Account information has cured for more than 3 days
And the user has initiated the Create and Submit Registration
