Logging improvement for MVP

Minimum requirements for MVP

Add or improve logging to capture detailed information and identify the underlying reasons for the following issues:

**Filing Status:** Log the status of the filing (e.g., "In Progress," "Completed," "Failed," "Pending") (ie, when new state is assigned).
**Payment Status:** Log the responses from the PAY, including success or failure statuses, any error codes, and messages.
**Time Taken for Processing:** Measure how long each step of the filing process takes to identify bottlenecks or delays. (Example: on state change, display time since last state change.)
**Things That Take Too Long:** Identify things that are taking too long (or have not happened in expected time).
