Container for holding all the tickets related to upgrading Flask from V1 to V3

Note that the flask upgrade for queue services flask upgrade will take place in the GCP migration epic. As the queue services need to be converted to use GCP pub/sub instead of NATS, the flask + poetry upgrades will be done at the same time.
