PAY - Publish price list - public and API

SBC Connect is in need of a price list. This will involve the Pay team to some extent, but won't necessarily be published by us.

Considerations:
1. The Dev site needs to have a generic price list per API
2. The Dev site needs specific info about which API calls cost $
3. The public website needs a generic price list
4. Maybe the landing page does too?
