Description

#### Story
As a Registries Staff user, I want to apply global changes to multiple registrations, so that I can efficiently update records impacted by ownership or data changes.

#### Acceptance Criteria
Given I am making a global change to a parent code,
When I change the **name or address** of the parent code,
Then I can indicate if I want that change to also apply to all children codes under that parent code.

Given I am making a global change to a child code,
When I change the **name or address** of the child code,
Then the change will only impact that particular child code.

Given the code was previously used for ACTIVE registrations
When the global change is made
Then the active registrations will automatically update to reflect the new name/address of the secured party.

> ⚠️ This automatic overwriting of historical data needs some more investigation. BA/PO please speak with policy before implementing this. Perhaps we can approach this iteratively? But Kevin's interpretation of the regulation was that this _should_ fall under "amendments", and we should have some kind of record of what the name/address of the secured party was at the time of registration, and a history as it changed. This was not the case in the legacy process, and it isn't the case now. We can probably proceed this way, but something to investigate. Given the secured party has successfully had their name/address changed as part of a "global change"
When the client goes to file a new registration
Then all new registrations will reflect this new secured party name/address
