BA - Review UK gov advisories on scam emails

RTR will mean that the Registrar is emailing users to verify their identity. Due to the personal data, it's important users know how to identify a valid government email. In the UK steps are taken to help citizens identify a safe email. Review should be completed to understand if there are similar opportunities available to BC.

Note - once reviewed we should share at the Design PO Sync to see if others send emails and could benefit. This could be something to add to the platforms backlog rather than specific to RTR.
