FF: to enable Amalgamation before MVP, and at MVP

##### If we decide to release Amalgamation early (eg, April 20), the following feature flags need to be set:

- [ ] namerequest - supported-amalgamation-entities: set to "Benefit Company only"
- if not Benefit Company then redirect to COLIN
- [ ] namex - enable-amalgamation-emails: set to On
- decision tree emails for all entity types except Benefit Company
- [ ] sbc-auth - supported-amalgamation-entities: set to "BEN only"
- if not Benefit Company then redirect to COLIN

##### At MVP, the following feature flags need to be set:

- [ ] namerequest - supported-amalgamation-entities: set to "All 4 corps + cont in"
- all go to BCROS
- [ ] namex - **label TBD**: set to On
- all go to BCROS
- [ ] sbc-auth - supported-amalgamation-entities: set to "All 4 corps + cont in"
- all go to BCROS
