FF: to enable Continuation In before MVP, and at MVP

##### When we decide to release Continuation In (eg, April 20), the following feature flags need to be set:

- [ ] namerequest - supported-continuation-in-entities: set to "Benefit Company only"
- if not Benefit Company then redirect to COLIN
- [ ] namex - enable-cont-in-emails: set to On
- decision tree emails for all entity types except Benefit Company
- [ ] sbc-auth - supported-continuation-in-entities: set to "CBEN only"
- if not Benefit Company then redirect to COLIN

##### At MVP, the following feature flags need to be set:

- [ ] namerequest - supported-continuation-in-entities: set to "all 4 corps"
- all go to BCROS
- [ ] namex - **name TBD**: set to On
- all go to BCROS
- [ ] sbc-auth - supported-continuation-in-entities: set to "all 4 cont in types"
- all go to BCROS
