MHR UI - Transfers (Declaration and Consideration Amount)

Confusion arises when people enter below-market amounts in the declared value field, misunderstanding that it auto-populates the consideration amount. Clear instructions are needed to explain that declared value represents the current market value or actual sale price in arm's-length transactions—for example, if a home listed at $200,000 sells slightly higher, the sale price becomes the new declared value.

**Updates**
- Move Transfer details below 'Declared Value' so users can easily see and compare the content of the two fields
- add (i) information tool tips to the Declared Value and Consideration Amount (**policy to provide content**)
- Functionality: When user selects a Bill of Sale transfer type, show declared value, consideration amount, and Bill of Sale date of execution.
