**THE INCIDENT:**

A company contacted Registries about a Dissolution Letter they received when they are in good standing. The company named made it obvious that this was a test-migrated company on Test. BC Mail printed and mailed the letter.

**ANALYSIS:**

Problem arose because BC Mail were unable to determine that the test PDF files containing the letters were test artifacts which should not have been processed, instead they appeared to BC Mail staff to be genuine prod level artifacts.

A total of 4 test letters in 2 PDF files on different dates were mailed out.

Chief factor in this according to BC Mail staff was that the cover page of the PDF files stated "PRODUCTION" in the lower banner

**FIX REQUESTED:**

Modify the cover page of Dissolution letter files so that it follows the following rule:
- If letter file is generated in PROD, lower banner to have text in lower banner stating "PRODUCTION"
- If letter file is generated on any other environment (Dev, Test, etc..) lower banner to state "TEST FILE"
