Prevent Unintentional Annual Report filing - UI DESIGN

Users may accidentally choose to file an annual report.
Prevent this by:

- Change the button from "File Now" to "File Annual Report"
- Visually link the "File" button to the "File yyyy Annual Report" label with a rollover highlight.
- Move the File button closer to the label
- Implement the Annual Report Review page
- Update the instructional text on the Annual Report Filing page to read "Select your Annual General Meeting Date and verify or change your Office Addresses and Directors."
- Hide the Address and Directors change options on the AR Filing page until an AGM is selected.
- Add contextual help modal/pop-overs to indicate how to file an annual report, address change, and director change
- Add an All Filings menu
- Make the Director Change filing more obvious (TBD)
- Allow changing of Address and Directors by selecting the address or director text (requires user testing)
