**Definition**
- Brought over as subset of tombstone during migration
- **Either** due to inconsistency in how two systems represent data, making it impossible to standardize via some patterns during migration, **or** exists in the legacy system for unknown reason even though the legacy system doesn't allow it
- Having potential impacts on data integrity when users submit new filings in the modernized system
