BOR-Seach: Importer/updater, corp party update issue

Several records are not getting collapsed after a corp party is changed (i.e. address change) and instead showing 2 records in search. It seems the columns in COLIN db are not being updated as expected (likely prev_id is not always set). Example in prod: 'Kial Jinnah' has 1 address change update and shows 2 records.

This ticket is to investigate why this is happening. May need help from a COLIN dba to verify which columns can be depended on.

Impact: low since users can still see all the information and find what they need, but it is a worse user experience / fills up the search results with a lot of extra unnecessary data in some cases
