Create initial BC Registry Homepage based on the initial concept

**Acceptance Criteria**
Develop initial design concepts to illustrate the following content and/or business goals:

- Socialize the intent of this platform
- Provide brief insight and understanding about features and services provided by this platform (e.g. Business Registry, Personal Property & Assets) and links to their respective applications and or functionality
- Provide access to various products and services offered by this platform.
- Provide a mechanism provide access to our partner applications, and provide links for users to reach those applications from our web property (specifically, our homepage)
