DO THIS LAST: deploy expired-limited-restoration job to Prod

Deploy the expired-limited-restoration job to Prod only after all the Blocked By tickets are implemented.

Talk to the respective Release Champion when the job is ready to deploy.

**Notes**
We've deployed the cron job to Prod, but right now the cron job is suspended until all blocked tickets are completed.

To re-enable the job, we will need to update the YAML configuration by changing the suspend field from true to false in Prod.
