MBR action button dropdown scrolling behaviour

### Describe the bug in current situation
On the My Business Registry page, if you open the secondary menu on an action button, and then scroll the page, the dropdown menu doesn't disappear.

Looks bizarre.

happens every time, but not all users will scroll while using a dropdown menu.

### Steps to Reproduce
Steps to reproduce the behavior:
1. Open a secondary menu on an action button
2. Scroll the page so that the action button disappears at the top or bottom.
3. See error

### **Expected behavior**
When the bottom of the action button hits the top or bottom barrier of the table, hide the dropdown menu for that button.
