Test untested corp filings in sandbox

With the last release to sandbox, the sandbox was made to be function end to end for the first time. In particular, the various entities BE components, pay and auth components were deployed or tweaked for the sandbox environment.

This last sandbox release only tested the filings and business types relevant to the directed launch.

With the outstanding fee codes added (reference fee code ticket), we need to test the outstanding filings work in sandbox using a api user.
