Business Dashboard UI: Auto-refresh business dashboard and show snackbar when system detects updates

### Description
A solution has already been implemented within ticket #23968, that was not reviewed and approved by the design team due to time constraints. It will likely be less jarring for the user if we refresh the page automatically for the user and provide messaging (snackbar) to inform them about this action once the refresh is complete.

### To Do
- When the system notices dashboard has new information, refresh the entity dashboard automatically
- If there is an option to do either a page refresh or a data refresh, do a data refresh.
- After the page refreshes, display the snackbar/toast message for 5 seconds
- Remove close button

**Question:** Can we autorefresh the business dashboard to bypass the “Retrieve information” state for new applications (incorporation, amalgamation, continuation)?

Done means the dashboard refreshes or refreshes its data when new information is detected, shows a snackbar for 5 seconds after refresh, and has no close button.
