Filings UI: Add white background and remove divider from cancel/save section of filings

Description
On some filings, the action buttons (cancel, back, save, save and resume) are at the bottom of the page. For filings in Filings UI (COA, COD, Notice of Withdrawal), remove the grey divider line and add a white background to align with what displays in the Create UI filings.
