UI - Redirects from Significant Individual component

On the entity dashboard for BC Companies, the significant individual column will display. There are collapsed, expanded and empty states. In all cases, the box will have action buttons to launch a significant individual filing.

Dev work is required to ensure the right filing version is launched.

**Rules:**

**When the initial or annual To list items are active:**
+ADD/Change links in sidebar Links to the same flow as the TR Tiles (active) button in the TO DO list

**When there are no active to do list items:**
+ADD/Change links in sidebar Links to a Change filing flow
