Staff Dashboard:Clicking into the input field and then clicking out triggers a validation error.

**Describe the bug in the current situation**
When the staff clicks on the "Incorporation, registration or Filing Number" field and then clicks out without providing an input then the error validation triggers even when the Search button is disabled which within itself acts as a pre-requisite to entering an Incorp number.

Steps to reproduce the behavior:
1. Go to 'https://dev.account.bcregistry.gov.bc.ca/staff/dashboard/active'
2. Navigate to Staff Dashboard
3. Now click on the Input field
4. Notice that the Validation message triggers.

**Expected behavior**
If the field has no input then the validation message should not appear
