MHR UI - Transfer of Ownership - Validation missing for mix of owners, executors, admins and trustees

- [ ] When there is a mismatch of ownership roles in a group and user tries to file the transaction, then the validation is missing and user is able to file the transfer of ownership successfully.

Steps to reproduce:
- Open an active MHR registration
- Navigate to transfer of ownership
- Select the transfer type as transfer due to sale or gift
- Add a new person/business as executor, admin or trustee to the existing group
- And navigate to the review screen
- User is navigated successfully without blocking and able to file the transaction.

Reproduce the issue by following the listed MHR transfer-of-ownership steps for registration 108684, then inspect the transfer review and filing flow. Done means a mixed group of owners, executors, admins, or trustees is blocked by validation before the transaction can be filed.
