Dashboard Account Selection

Log into the new dashboard (BCREG2040)
Navigate to a business that one of your accounts has access to but the primary one does not (https://business-dashboard-dev.web.app/Ty3skQHARX)
Note that you get the error accessing dialog [this is good]
You cannot however switch accounts to the one that gives you access

This is problematic as accessing it directly will cause grief as you need ?accountid on the end. This likely only affects a small number of users as you have to have multiple accounts tied to your login and be accessing directly, however, currently there is little use in the account switcher as it can't be used when you need to use it. Additionally if I personally was managing a business I likely would bookmark my business and thus be accessing the url directly (causing the issue)

Task: Enable account selector when the error accessing dialog is displayed so a user has an option to resolve the error.
