Multiple of the same Document Upload Validation Fix

Need to update doc validation to handle this:

To prove principal residence requirements,

users must upload 2 documents from column A, or 1 document from column A and 2 documents from column B (See Appendix A)

If several documents are uploaded with the same file type selected, it counts 1 document except utility bill, other documentations, and Official notice from government agency or Crown corporation. For example, if a user uploads 2 files tagged with Property Notice Assessment, it counts as 1 document. If a user uploads 3 files tagged with Utility bills, it counts as 3 documents.
