Business Dashboard: View Details button just shows Payment Incomplete as same in header when the user Cancels the Payment.

**Describe the bug in the current situation**
When the user clicks on the Cancel Payment button, the UI updates to display a View Details button. However, when the user clicks View Details, it only shows the Payment Incomplete text, which is already visible prior to clicking View Details, offering no additional information or context.

Steps to reproduce the behavior:
1. Go to 'https://test.business.bcregistry.gov.bc.ca/
2. Start any type of filing and Hit on Cancel Payment.
3. On the Filling UI notice the View Details Button.
4. Upon clicking it notice that only the Payment Incomplete Step shows up which is the same text as in the header
