UI - Add Detail dialog issues

Comments and Details are two separate functions and should be treated differently.

Staff comments (added near tombstone) are visible to staff only. Details are added in the filing history and will appear in the filing history for staff and non staff viewers.

We therefore need to change the add details to be the widget shown below on the left. Doesn't need to match exactly style wise but it should pop up as an overlay in a similar fashion as below.

- sizing is different
