Description

**Overall page responsive behaviour:**
- some of this might need to be addressed in the breakpoints ticket #24326
- there should be no side scrolling
- L/R padding for page content should be 24px at minimum unless on mobile (are we doing mobile?) at which point it should be 16px
- this should correct the overrun on the business info in the tombstone
- page action buttons in tombstone (comments, view and change bus info etc) should wrap to 2 lines when there's not enough room
- Business details should always be fully visible

**Missing UI**

- Add staff filing btn requires a dropdown arrow

**View documents btn**

- dropdown arrow is being cut off (arrow icon is fine as is)
- please ensure the proper padding so this button does not get cut off when page size decreases
- minimum padding should be 16px
