Resume Button Styling on entity dashboard

**Scenario**
When the user has an authorization approved and is going to resume filing from bootstrap dashboard.

The corners of the button aren't consistently rounded - image below:

**Desired State**
Fix button styling of button - should be rounded on all corners.
