BE : Court Order filing doesn't support LEGAL size PDFs

Description
This came up during a train-the-trainer session with the business SMEs. We tried uploading a PDF that wasn't 8.5x11 and got this error msg.
Opinion of the SMEs was that as a large part of our user base is law firms we should expect to receive LEGAL size paper (PDFs) as well as LETTER.
