UI - Ceased SI's not showing in table on edit page

Description
In the table view, include a dropdown option within the SI table to switch view from active to ceased SI's.
Rules:
-toggle option only shows when ceased SI's exist
-toggle should appear when you see the table after opening the TR filing (and should continue to show) at all stages in the filing, including the review and confirm page
