Description

As a **staff member or QS**,
I want to **designate a manufactured home's location as "Temporary Storage" during registration**,
So that **I can accurately reflect non-residential, short-term placements such as fire camps or mining sites in the system**.

### Business Rules
- [ ] A new location type labeled “Temporary Storage” or “Temporary Storage / Other Location” must be available in all relevant UI workflows.
- [ ] When selected, the system must allow entry of descriptive location data (e.g., site name, coordinates, or context).
- [ ] The system must not require a PID or legal land description when “Temporary Storage” is selected.
- [ ] The temporary designation must be stored and retrievable for reporting, auditing, and future updates.
- [ ] The option must be available across all workflows requiring location entry (e.g., registration, transfer, update).

### Acceptance Criteria / Scenarios
- **GIVEN** a user is registering or updating a manufactured home,
**WHEN** they select “Temporary Storage” as the location type,
**THEN** the system allows entry of descriptive location data without requiring a PID or legal land description,
**AND** stores this data for future retrieval and reporting.
